Learner Licence & Traffic Police Problem In Tamilnadu

Everyone must have faced this I’m recently facing this that’s why I came to explain this.

What is LLR?

A learner’s license is issued when the applicant is at a learning stage. Driving without a license is punishable and hence, people apply for one right when they are learning to drive. They need legal approval to be allowed to drive and hence, they can apply at the nearest Regional Transport Authority/Office (RTA/RTO). Once an applicant has learned to drive, s/he can apply for a permanent license provided s/he is 18 years of age. One can apply for a permanent license 30 days after obtaining a learner’s license. A learner’s license can be issued to those below 18 years of age but above 16 years and is valid for 6 months.

Why Is LLR?

A learner’s driving license holder is the one who is yet to get a permanent license but is in the process of learning to drive. It is the pre-stage of getting a permanent license that assures that the candidate is well aware of traffic rules and knows how to drive. The one who holds a learning driving license must be at least 16 years of age and can drive specific vehicles only that too under supervision. A learner must get the consent of parents or guardians for the license.

Age limit to obtain Driving Licence

An applicant under the age of eighteen years shall be granted a learner’s license to drive a motor cycle without gear except with the consent in writing of the person having the care of the person desiring a learner’s license.
The applicant who has completed the age of eighteen years of age is eligible to apply for a driving licence to drive a motor vehicle other than a transport vehicle.
An applicant who has completed twenty years of age will be eligible for applying for a licence to drive a transport vehicle

Problem with Traffic Police

Though LLR is not accepted as a licence the learner must ride along with a licence holding person but in many circumstances this is not possible. It’s possible for a minor person and new but will it be possible for a working professional to carry a licence holder along with them for work? LLR is not a valid license for traffic police to accept.

Digital India

We are in the digital era (except India) where we are still struggling with internal politics problems which avoids development and growth of digital India. Police have developed from collecting cash to mobile phones with scanners and online payment collections like Paytm, credit or debit card but why don’t they accept digilocker documents as official still needs hardcopy or the original then what is the use of digital India?

Still Bribing Is Possible

A few weeks back I rode a bike without a pillon rider helmet and police asked me for Rs.5000 as a fine and when speaking I said I would give you money in private he asked me how much you would give as every document is good with me only the helmet is an issue. He asked me for Rs.300 in cash to keep in the back of the ATM card and give. I gave him Rs.300 as a bribe. So there is no way the bribe is going to be eradicated because in that situation to avoid a Rs.5000 fine I have to pay Rs.300.

Even Though i had helmets that day due to emergencies i forgot about the helmet, I asked for a warning but the police strictly said only fine. But not fined me so is this correct?
